France: the one store where every seller pays the digital services fee
Amazon's digital services fee is not a property of the marketplace you sell on. It depends on where you are established and which store you sell in, and France is the only case with no way out.
Sell on Amazon.fr and you pay 3%, whoever and wherever you are. A German seller, a Swedish seller, an American seller: all 3%. And in France the fee applies to both the referral fee and the FBA fulfilment fee, not just the referral fee. Amazon restated this on 20 March 2026, moving to charge the rate of the country of sale for sellers established elsewhere.
Compare the German store, where a German seller pays nothing at all, and the asymmetry becomes obvious: a French seller on Amazon.de pays 3% on both fee types while the German seller next to them pays zero.
Fulfilment here is among the dearest in Europe
The second French cost is quieter and larger. On the FBA rate card effective 1 July 2026, a 20g light envelope fulfilled locally costs EUR 2.75 in France against EUR 2.33 in Germany, or EUR 2.07 if the German seller uses the Central Europe programme. At 460g the gap widens: EUR 3.77 against EUR 2.68.
So French fulfilment runs roughly 30% to 45% dearer per unit than German for the same parcel, before the digital services fee is added on top of it.
What to put in the calculator
Three adjustments, in order of size:
- Take the referral fee from the category table, then add 3% of it for the digital services fee.
- Do the same to the FBA fee, which France uniquely includes.
- Add the 1.5% fuel and logistics surcharge applied to FBA fulfilment fees from 17 April 2026, about EUR 0.05 a unit, which Amazon describes as temporary.
France is also one of the four stores subject to the storage utilisation surcharge, the aged inventory surcharge and the high-return-rate returns processing fee, alongside Germany, Italy and Spain. None of those appear on a per-order fee estimate, but they are the costs that decide whether slow-moving stock is worth holding here at all.
One small thing in your favour: the media closing fee in France is a flat EUR 0.61, against EUR 1.01 for books elsewhere.
